While Fujian Province leads the number of emigrants, Zhejiang Province, especially the city of Wenzhou, and Guangdong Province are increasingly sources of emigrants for smuggling enterprises. In Fujian Province, the main emigrant sources are Fuzhou, Lianjiang, Changle, and Fuqin.
