Sheikh Dhari Khamis Al Dhari signs for the pay of the towns postal employees as a U.S. Army Civil Affairs Officer looks on in Abu Graib, Iraq on May 08, 2003. The Sheik, a well respected man in the town, has been given the authority by U.S. forces to pay the towns employees. Public employees including police are being paid an "emergency" first payment of twenty U.S. dollars to hold them over until a local government is formed and can take control of civil employees.
