Iraqi Mahmoud Shakra, right, greets his cousin Abdul Karim Qassem, who is inside a bus entering Iraq at the Safwan border post in Iraq, July 30. Qassem fled Iraq in March 1991 after Saddam Hussein's forces crushed a Shia uprising in southern Iraq and has been living since then at a refugee camp in Saudi Arabia.
