The conference was designed to continue the work of the Global Forum in furthering cooperation among nations on fighting corruption. As in the First Global Forum held in February 1999 in Washington D.C. under the leadership of Vice President Al Gore, the Regional Conference concentrated on the issue of corruption among justice and security officials. Attending nations discussed ways to build integrity so that political and economic reforms can proceed.

In addition to the invited delegations from the nations of Central and Eastern Europe, observer delegations also attended from France, Germany, the Netherlands, Luxembourg, the Russian Federation and the United States. President Constantinescu of Romania provided the keynote address as conference host. Additional opening day speakers included representatives of the Council of Europe, the European Union, Transparency International, and the World Bank.

Representatives of the Netherlands and the United States also addressed the delegates. The Netherlands and the U.S. are co-hosts of the Second Global Forum on Fighting Corruption and Safeguarding Integrity Among Justice and Security Officials, which will be held at the Hague on May 28-31, 2001.
