Guest Biography:

Robert Dry has been Counselor for Environmental, Scientific and Technological Affairs since July 2004 promoting the U.S.-France science relationship and non-proliferation regimes. A specific focus of his work relates to climate change and energy technologies, including liaison with France’s Atomic Energy Commission (CEA) and French environmental agencies. Prior to Paris, he served as DCM in Muscat. From 1999 to 2001, he worked in Hanoi where he helped conclude the Trade Agreement with Vietnam, as well as an Umbrella Science and Technology Agreement. In Jakarta, Mr. Dry served as Energy Officer and Acting Science Counselor. In addition to assignments in the Department, he has also worked in Iraq, Saudi Arabia, and China. He holds an MA degree from the University of Glasgow and a JD from George Washington University. From Pennsylvania, Mr. Dry is married and has two children. Hobbies include biking, camping and snorkeling.

Biographie Conseiller pour la Science, l’Environnement et les Nouvelles Technologies depuis juillet 2004, Robert Dry a encouragé les relations scientifiques franco-américaines et les régimes de non-prolifération. Il a particulièrement axé son travail sur le réchauffement climatique et les technologies d’énergie, en multipliant les contacts avec la Commission à l’Energie Atomique (CEA) et des agences françaises d’environnement. Avant Paris, il a été en poste à Muscat comme Chef de Mission Adjoint. De 1999 à 2004, il a travaillé à Hanoi et participé à la conclusion d’un accord commercial entre le Vietnam et les Etats-Unis, ainsi qu’à un accord Umbrella Science and Technology. A Jakarta, Monsieur Dry a assuré la fonction de Délégué à l’Energie et Conseiller Scientifique Adjoint. En plus de ses postes au Département d’Etat, il a également travaillé en Irak, en Arabie Saoudite et en Chine. Il est diplômé de l’Université de Glasgow et de l’Université George Washington. Originaire de Pennsylvanie, il est marié et père de deux enfants. Il aime le vélo, le camping et la plongée sous-marine.
