Jim Harper, the director of information policy Studies at Cato Institute, answered questions about freedom of speech in the Internet age during a live webchat on January 24 at 9 a.m. EST (1400 GMT).

Guest Biography: As director of information policy studies at the Cato Institute, a public policy research organization, Jim Harper focuses on the difficult problems of adapting law and policy to the unique problems of the information age. Harper is a member of the Department of Homeland Security's Data Privacy and Integrity Advisory Committee.
