The World Radiocommunication Conference (WRC) is convened every three to four years under the auspices of the United Nations' International Telecommunication Union (ITU) to review and revise the international treaty governing the use of the radio-frequency spectrum and satellite orbits. Join Ambassador Richard Russell, who will lead the U.S delegation to the WRC October 22-November 16, for an online discussion regarding the U.S. commitment to expanding the benefits of technology to people around the globe.

Guest Biography: Richard M. Russell is the U.S. Ambassador to the 2007 World Radiocommunication Conference (WRC) in Geneva and serves as deputy director for technology in the Office of Science and Technology Policy (OSTP) in the Executive Office of the President. Previously, Russell served as senior director for technology and telecommunications for the National Economic Council and with the House Committee on Science, where he oversaw the committee’s technology policy, coordinated its oversight agenda and helped manage the committee’s majority staff. Russell also helped draft legislation on efforts to expand and improve coordination of federal information technology research, improve computer security and authorize budgets for agencies involved in science and technology.
